NEWPORT—Members of the Cocke County Grand Jury reported a number of criminal charges this week.

Arraignments for those accused by the grand jury will appear in Cocke County Circuit Court before Honorable Judge Carter Moore.

One those individuals indicted by the Cocke County Grand Jury was Olin Hellard for second-degree murder of his step-son John Paul Dunn. Dunn was 36.

On April 5, Cocke County Sheriff’s deputies were dispatched to the 4500 block of Hooper Highway concerning a male subject who had been shot. Upon arrival, deputies found Dunn sitting in a vehicle with a single gunshot wound entering and exiting through his right arm then reentering in the right, upper quadrant of his body, the report stated.

During the investigation, deputies learned that Patty Hellard and Dunn were arguing when Dunn was asked to leave the residence but he refused to do so. Olin Hellard admitted that he took a 12 gauge shotgun and went outside to confront Dunn.

Dunn reportedly told Hellard he was not leaving and then asked, “what are you going to do about it”? Hellard then pointed the gun at Dunn and shot him.

First Call EMS was called to the scene. By the time Dunn arrived at the Newport Medical Center, he was already pronounced deceased.

Here is a listing of those accused by the grand jury. Court records do not identify persons by age, address, or occupation and there may be other people with the same, or similar names.

Charlie Dale Antrican, charged as a habitual motor vehicle offender and driving on a suspended license on March 23.

Corey Barnett, charged with possession of a weapon by a convicted felon and theft under $1,000 on February 20.

Corey Allen Black, charged with speeding and driving on a suspended license on April 7.

Joshua L. Buckner, charged with aggravated burglary, theft over $2,500, and theft under $1,000 last December.

John Travis Campbell, charged with aggravated burglary and theft under $1,000 in connection with the January 2, 2018 burglary and theft of property from Michael K. Lewis.

Richard Chad Campbell, charged with escape last November.

Christopher D. Caulder, charged with driving on a suspended license, prohibited weapon, seatbelt violation, violation of registration law, violation of financial responsibility, and driving an unregistered vehicle on January 31.

Matthew David Covington, charged with theft over $500 and two counts of theft over $1,000 in connection with the theft of checks from Roger and Eddie Briggs in November 2015.

Joseph L. Davis, charged with the domestic assault of Amanda Soulier on April 16.

Matt Burnett Douglas, charged with theft of property over $10,000. Douglas was charged after he stole times that belonged to Edward and Augistina Prater on March 15.

Chaz R. Evans, charged with driving under the influence, failure to use due care, violation of open container, duty to render aid and give information, and immediate notice of accident on last October.

Jason Matthew Green, charged with two counts of burglary, theft over $2,500, theft under $1,000, vandalism under $1,000, and vandalism over $1,000 in April 2017. Green was additionally charged with burglary, vandalism under $1,000, and theft over $1,000.

Christopher Gregg, charged with theft over $2,500 in connection with the theft of three electric panels and saw mill lumber from Dan Lindsey on April 8.

Robert L. Hartsell, charged with theft of merchandise under $1,000 on March 29.

Misti Michelle Holt, charged with aggravated assault, evading arrest by motor vehicle, reckless endangerment — deadly weapon involved, altered license plate, driving under the influence, simple possession of marijuana, possession of drug paraphernalia, reckless driving, driving on a suspended license, evading arrest by foot, violation of financial responsibility, and operating without registration plate in January 2018.

Brandy L. James, charged with aggravated assault. James was indicted after the August 3, 2018 assault on Michael Smelcer.

Keith Allen Jones, charged with aggravated burglary, conspiracy in committing aggravated burglary, theft over $1,000, criminal trespassing by motor vehicle, and aggravated assault on April 12.

Richard Lynn Keller, charged with possession of weapon-convicted of crime of violence, possession of weapon-under the influence, reckless endangerment, and possession of firearm during commission of dangerous felony on April 5.

Chelsea Lane, charged with possession of methamphetamine with intent to sell, possession of methamphetamine with intent to deliver, and possession of drug paraphernalia in July 2017.

Benjamin Daniel Laws, charged with escape on March 27. Laws was charged after he escaped from Life Changers Outreach Program.

Shawna Maples, charged with possession of drug paraphernalia, possession of methamphetamine, and failure to appear in July 2018.

Lisa McGaha, charged with escape after she escaped from Revision House Recovery on December 4, 2018.

Ernest Tyler Miller, charged with violation of sex offender registry on March 5.

Jason Miller, charged with possession of schedule II with intent to sell, possession of schedule II with intent to deliver, possession of schedule I with intent to sell, possession of schedule I with intent to deliver, simple possession of schedule II, and simple possession of schedule IV last August.

Travis Owenby, charged with aggravated assault, evading arrest by motor vehicle, violation of financial responsibility law, driving on a suspended license, failure to exercise due care, reckless driving, and leaving the scene of an accident on March 25.

April Spring Porter, violations as a habitual motor vehicle offender, driving on a suspended license, violation of registration law, and violation of financial responsibility on April 9.

Richard Preston, charged with fraudulent use of debit or credit card. Preston was charged after he used William Cooper’s debit card without permission on January 24. Preston was additionally charged with theft over $1,000 after he stole property belonging to Ola Cantrell on March 5, and driving on a suspended license on March 23.

Johnny W. Puckett, charged with two counts of aggravated statutory rape from an incident that occurred sometime during 2017 and March 16, 2018.

Stacy Sisk, charged with forgery less than $1,000, two counts of theft under $1,000, and criminal trespassing on October 13. Sisk was found in possession of stole checks from Chandra Presnell and forged Presell’s signature.

Jeremiah G. Smith, charged with violation of sex offender registry on March 29.

Ezekiel Thompson, charged with theft over $1,000. Thompson was indicted after evidence proved he stole property belonging to Caralee Hayes on February 14.

Timothy D. Turner, charged with violation of sex offender registry, vandalism over $1,000, and arson on April 19.

Joseph Robert Webb, charged with theft over $2,500, possession of schedule VI, and possession of drug paraphernalia in July 2018.
