NEWPORT—The former Cocke County corrections officer arrested last month on charges connected in the slamming of a handcuffed man to the ground was back in court recently for his arraignment before Judge Carter S. Moore.

The video in question showed Kelton Townsend use alleged excess force on a handcuffed Jerry Miller earlier this year. Miller had been arrested for a domestic disturbance involving his girlfriend.

Currently Miller and his attorneys have a lawsuit filed through U.S. District Court in Knoxville. The lawsuit is seeking more that $5 million in damages from the county for the alleged excess force and what Miller says was denial of medical treatment.

Townsend was arrested in October after the video of his slamming Miller surfaced. Townsend is being charged with Aggravated Assault and Official Oppression.

Judge Moore set Townsend’s plea hearing for February 4, 2020.
