NEWPORT-The discovery of a methamphetamine lab by Cocke County sheriff's deputies on April 30 has resulted in multiple felony charges against two local people.

Drug charges in the case were among 58 cases heard by the grand jury during the first of a two-day session on Monday. The panel is scheduled to hear evidence in more cases on Tuesday.

Katherine Plair, 49, of 626 Mountain Breeze Road, is charged with manufacturing methamphetamine; initiating the manufacture of methamphetamine; and possession of a prohibited weapon, identified as a short-barreled shotgun or rifle.

Co-defendant Stanley Eugene Stancil, 37, also of 626 Mountain Breeze Road, is charged in a separate indictment with possession of methamphetamine with intent to sell and deliver; initiating the manufacture of methamphetamine; possession of drug paraphernalia; possession of a prohibited weapon, identified as a short-barreled shotgun or rifle; and illegal possession of Xanax, methadone, methamphetamine, and marijuana.

The arrests began on April 30 when sheriff's deputies went to the residence attempting to serve a criminal warrant on a suspect.

Believing the suspect was at the residence because his vehicle was there, the deputies received permission to search the residence and first noticed a small amount of marijuana and drug paraphernalia.

A further search by Sheriff's Detective Armando Fontes and Deputy Robert Thornton resulted in the discovery of more drug paraphernalia.

After the initial discovery of the illegal paraphernalia, both Plair and Stancil gave their written permission to search the residence and officials found 36 marijuana plants growing in pots covered by a camouflage tarp.

A more thorough search of the home resulted in the discovery of what investigators called the remains of a meth lab. Authorities later said they located a large quantity of meth-making materials inside the residence and throughout the property.

"This had been a large lab in operation for quite a while," Fontes said at the time of the search.

Investigators also confiscated 1.3 grams of methamphetamine and $959 in cash.

A raid on an unrelated methamphetamine lab in the Del Rio community in early January resulted in charges against another man on Monday.

Harold Dean Jenkins, 55, of 2540 Old Long Creek Road, Del Rio, was charged with initiating the manufacture of methamphetamine and with promotion of methamphetamine manufacturing on January 1.

Cocke County Sheriff's Sergeant Daniel Conard reported last January that officers were first told by the Tennessee Department of Children's Services that a methamphetamine lab was under operation in the presence of children in the Del Rio area.

Conard reported that investigators "found what was a working meth lab. Officers found four, one-pot meth labs in the basement of the residence along with one hot plate, several jars of an unknown liquid, muriatic acid, and other components [used] to make methamphetamine."

The charges against Plair, Stancil, and Jenkins were contained in three of 43 indictments handed down by the grand jury on Monday. The panel also returned nine presentments which were available for public inspection and six presentments which were ordered sealed by the court when they reported to Circuit Judge Ben W. Hooper II Monday afternoon.

A presentment differs from an indictment in that the charges originated with the grand jury rather than with warrants and other proceedings in general sessions court. Presentments are often sealed from public view until the arrest of the persons who have been accused.

Here is a list of others named in indictments and presentments issued by the grand jury on Monday. Arraignments for the defendants are scheduled for 9 a.m. on Monday, July 13, before Judge Hooper.

•James Darrell Walton and Sandra Walton, who are charged in separate presentments with aggravated burglary and theft of property valued at more than $500 in connection with the break-in of the Wade and Brenda Strange residence at 106 Belton Avenue on April 24 and the theft of a flat-screen television and cash.

•Michael McMillan, who is charged with theft of property valued at more than $599, identified as a watch belonging to Betty Whitson, of 532 Second Street, sometime between December 2008 and April 16, 2009.

•Mitchell Ray Presnell, who is charged with aggravated assault of Jackie Hall, of 231 English Mountain Road, on March 14, 2009.

•Angie Bailey, who is charged with theft of property valued at more than $1,000. The property involved is identified in the indictment as assorted personal property belonging to Charles Ray Gregg, of 204 Front Street, on March 29.

•Dustin Dale Bledsoe, who is charged with theft of property valued at more than $1,000 and aggravated burglary of the home of Jennifer Hall, of 421 Harper Circle, on April 17. The stolen property is alleged to have been a lock box, currency, and jewelry.

•Thomas Cleveland Trammell, who is charged with aggravated assault of William Lee Heard, of Simpsonville, South Carolina, with a knife on April 24.

•Billy Jacob Forrester, who is charged with burglary of a building and theft of property valued at less than $500 in connection with a June 3 break-in of a building owned by Tommy and Judy Holt, of 4239 Highway 73.

•Joe E. Evans, who is charged with three counts of aggravated domestic assault with a deadly weapon, one count of possession of a prohibited weapon (a switchblade knife), and possession of a handgun while under the influence on May 9. Victims of the alleged assaults are identified as Sherry Soloman, Tessa Soloman, and Jacklyn Soloman, all of 1243 Evans Valley Road.

•Shari Raines, who is charged with driving on a revoked license, violation of the Tennessee vehicle registration law, and violation of the Tennessee financial responsibility law on December 6.

•Mitzi Gibson, who is charged with driving on a revoked license on November 28, 2008.

•Ashley Styles Huff, who is charged with possession of dihydrocodone and possession of alprazolam on March 10.

•Jimmy Marvin Seay, who is charged with driving under the influence (DUI) on May 12.

•Shawn Ryan Newman, who is charged with violation of the Tennessee Sex Offender Registration Law on April 20.

•Christopher Richard Gregg, who is charged with driving on a revoked license on April 27.

•Wayne Jenkins, who is charged with leaving the scene of an accident on January 6.

•Cramell Oattes, who is charged with possession of a weapon by a convicted felon on April 10.

•Michael Wayne Hyde, who is charged with  driving on a revoked license on October 30, 2008.

•April Lyons, who is charged with simple possession of marijuana, possession of drug paraphernalia, and possession of dihydrocodone on March 8.

•Jason Warren Allen and Latasha Leighanne Henderson, who are charged in separate indictments with vandalism of property valued at more than $1,000, which is identified as the interior of a mobile home owned by Tommy Large, of 1254 Piney Mountain Road, on March 19.

•Troy Waits and James "Jimmy" Donald Fain, who are charged in separate indictments with vandalism of property valued at more than $1,000 and aggravated criminal trespassing. The defendants are accused of being on the property of Troy Dameron, of 1445 Highway 160, on April 26 and with damaging the front door of the residence and the windows and door of a vehicle owned by Dameron.

•Angie Bailey, who is charged with possession of drug paraphernalia on April 5.

•Billy Jacob Forrester, who is charged with possession of marijuana with intent to sell and deliver on May 2.

•Mark Eugene Lane, who is charged with violation of the state vehicle headlight law, having no driver's license, and violation of the financial responsibility law on November 18.

•Gerald Burke, who is charged with driving on a revoked license by a person with a prior DUI conviction on May 6.

•Eric Douglas Ridenour, who is charged with violation of the Tennessee Habitual Motor Vehicle Offender (HMVO) Act; second-offense or greater driving on a suspended, cancelled or revoked license; violation of state law requiring a person to render aid and give information to investigators; not giving immediate notice of an automobile accident; and leaving the scene of an accident on May 24.

•Tiffany Mullins, who is charged with two counts of introduction of contraband into a penal facility on March 15.

•Tiffany Lynn Mullins, who is charged with DUI, simple possession of cocaine, possession of drug paraphernalia, violation of the open container law, simple possession of marijuana, violation of the implied consent law, driving on a suspended license, theft of property valued at more than $1,000, and tampering with or fabricating evidence on March 15. The stolen property alleged in the indictment is identified as a green Ford Mustang belonging to Malinda Ann Jackson, no address reported.

•Bobby Lee Moates, who is charged with second-offense DUI, violation of the headlight law, violation of the open container law, violation of the implied consent law, and simple possession of drug paraphernalia on May 10.

•Joshua Adam Stewart, who is charged with an HMVO violation, fourth- or subsequent-offense DUI, and second-offense or greater driving on a revoked license on November 7.

•Kenneth Lee Jenkins, who is charged with possession of marijuana with intent to sell and deliver, manufacturing marijuana, possession of drug paraphernalia, and possession of a weapon by a convicted felon on May 10.

•Michael L. Messer, who is charged by presentment with two counts of leaving the scene of an accident with injury, theft of property valued at more than $1,000, failure to report an accident, and driving on a suspended license on January 31. The presentment alleges injuries to Clinton and Wanda Raines, of 1634 Pleasant Grove Road, and the theft of a 1995 Chevrolet van owned by Burlin Lee Jones, of 656 Musterfield Road.

•David Russell Reece, who is charged by presentment with third-offense DUI, an HMVO violation, second-offense or greater driving on  a revoked license, evading arrest, and violation of the implied consent law on April 27.

•Jason Martin, who is charged by presentment with possession of cocaine with intent to sell and deliver, possession of marijuana, and unlawful possession of a weapon by a convicted felon on March 27.
