DUI: Jesse R. Proffitt, 43, No address, was arrested by the Newport Police Department for driving under the influence on Monday, June 10. Patrolman Brandon Cassady reported he conducted a traffic stop after he observed Proffitt nearly strike a pole near the Marathon gas station on West Broadway Street. At that time, Ptl. Cassady came in contact with Proffitt where he admitted to taking a Percocet prior. Officers administered field sobriety test to Proffitt and he performed poorly on all test given. He was charged with driving under the influence, violation of implied consent, and failure to exercise due care.
Probation violation: Joshua R. Arrington, 29, Baysinger Road, was served with active outstanding warrants for violation of probation (three counts) on Tuesday, June 11. Patrolman Jessy Burgess served Arrington the warrant at the Cocke County Jail Annex.
Failure to appear: Charles B. Moore Jr., 53, Village Way, was served with active outstanding warrants for failure to appear on Saturday, June 8. Patrolman Joshyua Shults arrested Moore at Food City West without incident.
Public intoxication: Officers were dispatched to Knights Inn concerning a male subject causing a disturbance on Monday, June 10. Upon arrival, Patrolman Brandon Cassady came in contact with the male, identified as Phillip T. Self, 44, Cosby Highway, who was sweating profusely and speaking “rapidly” as he stated, “Don’t shoot me” to Ptl. Cassady. In addition, Self told officers there were people in his hotel room trying to kill him. Officers searched Self’s room and found no one in there. For Self’s safety, he was taken into custody. While en route to the Cocke County Jail Annex, Self complained someone was shocking him and he began kicking the window in the patrol vehicle. Self was charged with public intoxication and disorderly conduct.
