Rader bound over to Federal Grand Jury

GREENEVILLE-A Newport man, arrested Monday on multiple charges, was turned over to the custody of the Attorney General on Wednesday and his case bound to a Federal Grand Jury by order of Judge Dennis Inman in U.S. District Court.

Carl Rader, of 124 Park St. in Newport is charged with possessing with intent to distribute more than 50 grams of a quantity of a mixture and substance containing a detectable amount of cocaine base (crack), a Schedule II, controlled substance and knowingly possessing a firearm, namely, an H&K, .40 caliber semiautomatic pistol, in furtherance of drug trafficking offense, as charged in Count One of this Complaint.

Rader had made an initial appearance before Inman on Tuesday.

According to court records, "On November 2, as a result of a continuing investigation into illegal activities in Cocke County, Tennessee, by the Federal Bureau of Investigation, Tennessee Bureau of Investigation, and the Fourth Judicial District Drug Task Force, agents were preparing to execute three federal search warrants with the assistance of the Tennessee Highway Patrol, Fourth Judicial District Attorney's Office, Newport Police Department and a Morristown Police Department K-9 unit.

Prior to executing a federal search warrant at 124 Park St. in Newport at the residence of Carl Rader and Carla Dockery, agents set up surveillance of the area. At approximately 2:10 p.m., Special Agent Matt Thompson of the Tennessee Bureau of Investigation observed Rader and Carla Sue Dockery arrive at the residence in a silver Mitsubishi.

"Before going into the residence, Rader opened the driver side door of a blue Dodge Durango parked at the residence and stood in the door-jam of the vehicle doing something. A short time later, while Rader and Dockery were in the residence, a white female came to the door and knocked. Rader came out, met with the woman briefly and then opened the rear, passenger door of the blue Dodge Durango, reached in the vehicle for a short period. He then went back to the woman, met briefly, then she left.

"A short time later, Rader was observed by Agent Thompson sitting in the Mitsubishi in the driveway of the residence with the door open. Agent Thompson observed multiple cars pull up to the driveway of the house. Rader would walk to the car, then return to the rear passenger side of the Durango and then back to the car. Agent Thompson believed, based on his knowledge of Rader and the activities observed, Rader was distributing crack cocaine.

"Shortly before the execution of the search warrant was planned at approximately 5 p.m., the area was still under surveillance of agents and an agent with the Fourth Judicial District Drug Task Force observed Rader go up the block from the residence and met with a group of other individuals. The agent observed numerous cars pulling up to the area, stopping on the roadway, and conducting, what he believed to be a drug transaction with Rader.

"As agents and officers arrived shortly after 5 p.m., Rader ran and was pursued and apprehended by agents of the Tennessee Bureau of Investigation. During the foot pursuit, Rader disgarded objects including a plastic vial, which was recovered when agents retraced Rader's route as he ran from agents. The plastic vial contained what appeared to be numerous rocks of crack cocaine.

"The blue Dodge Durango at Rader and Dockery's residence was searched by FBI agents.

"In the vehicle agents found a cloth bag, which contained what appeared to be approximately 73.5 grams (gross weight) of crack cocaine, two digital scales, and an H&K, .40 caliber semiautomatic pistol. The magazine of the pistol was loaded with nine rounds of ammunition and an additional single round of.40 caliber ammunition was found in the console of the Durango. A small amount of what appeared to be crack cocaine and six hydrocodone pills were found in the master bedroom of the residence.

A check of prior felony convictions through the Tennessee Department of Corrections indicates that Rader has felony controlled substance convictions in 2002 in Cocke County and in 2007 in Claiborne County.
